In July 2004 the Pennsylvania legislature authorized the legalization of slot machines at 14 locations throughout the state. Seven casinos have opened and the other seven are in various stages of licensing or construction.

Two slot casinos will be built on the Philadelphia waterfront: Foxwoods Casino Philadelphia and SugarHouse Casino. These casino have been the subject of numerous lawsuits and the earliest that either casino is expected to open is late 2009. One license is available to a future harness or horse track which has not yet been named and two slot parlors will be allowed at two as-yet-to-be-determined hotels which each must have a minimum of 275 rooms.

Pennsylvania gaming regulations require that gaming machines return a minimum of 85%. All casinos are open 24 hours and admission is free. The minimum gambling age is 18 for pari-mutuel betting and 21 for gaming machines.

For the period from July 1, 2007 through June 30, 2008 the average return on gaming machines was 92.48% at Mount Airy; 91.79% at Penn National; 91.58% at The Meadows; 91.45% at Philadelphia Park;  91.22% at Mohegan Sun; 91.11% at Presque Isle; and 90.71% at Harrah’s Chester.

Please note that the payout statistics for Mount Airy only represent October 2007 through June 2008 because they did not open until October 2007. Penn National opened in February 2008 so their payback statistics only show february through June 2008.
