Delaware’s three pari-mutuel facilities all feature slot machines. Technically, the machines are video lottery terminals (VLT’s) because they are operated in conjunction with the Delaware Lottery. Unlike VLT’s in other states, however, Delaware’s machines pay out in cash. The VLT’s also play other games including: video poker, video keno and video blackjack. By law, all video lottery games must return between 87% and 95% of all wagers on an annual basis. Games can return above 95% but only with the Lottery Director’s approval. According to figures from the Delaware Lottery for the one-year period from July 1, 2007 through June 30, 2008 the average VLT return at Delaware Park was 92.64%, at Dover Downs it was 92.41% and at Midway Slots & Simulcast it was 91.69%. All casinos are open 24 hours, except for Sundays when they are closed from 6 a.m. to noon. They are also closed on Easter and Christmas. The minimum gambling age is 21 for slots and 18 for horse racing.
